"I have to agree with Sparrow up there, as well as anyone who thinks that yes, Diglett is in fact some sort of mole with a large head and a small body, which is concealed beneath the ground.
Coupled with the fact the Diglett is able to learn Scratch, it should have long claws to which it is able to dig into the ground with, and fend off enemies.
Since Diglett has a rather small body as mentioned before, my interpretation shows that Diglett's head (and possibly neck) is mostly above ground; with the jagged brown line serving the cross section of how a Diglett is positioned.
I think that the reason why a Diglett's head and neck is above ground is so it can look out for any signs of danger; if it does, it either escapes by burrowing into the ground or attempting to fend off the attacker. It's also mentioned in the article that Digletts have thin skin - this is why I drew the Diglett with very little fur tufts. I visualize a Diglett to be something like a naked mole rat, except it's brown.
Diglett's clawed arms are rather short and stubby, but tough. Since I'm pretty sure Diglett, being a mole, doesn't have such highly developed hind legs, here it is shown that it's only purpose for the Diglett is to provide a base of support for the otherwise large upper body. And, like most moles, Diglett has a short stubby tail. Diglett maintains a pretty stooped posture.
Now - about how it attacks. Besides moves such as Magnitude that involve the ground, how about a move such as Scratch? I suppose it draws near to the enemy, and very quickly draws its claws and attacks - so fast it's pretty hard to catch sight of it. If I remember correctly, Diglett (in Pokemon games) has an excellent Speed stat.
I guess Pokemon doesn't show the whole body of a Diglett is because 1) it keeps a mystery factor, inspiring people to guess and deduce their own version of a Pokemon; in this case a Diglett, or 2) it's all part of trying something new, instead of having four legged dog/cat/mouse like creatures knocking the teeth out of each other with their sharp fangs and claws, there pops this random brown little... thing and it adds to the surprise factor.
